Riley was born in Seoul, South Korea, and grew up in Virginia after his family immigrated to United States when he was 9. Riley received his bachelor's degree in psychology from Virginia Tech. He later moved to Florida to attend law school and received his J.D. from the University of Florida. While in law school, Riley was a president of Asian Pacific American Law Students Association (APALSA), helping to promote professional, academic, and personal development of Asian and Asian-American law students and reaching out to surrounding communities.
